The business area: This team is responsible for the ongoing development of the Fourth National Lottery assurance and risk management framework and reporting, working collaboratively across the 4NL team and wider Commission to produce comprehensive assessments of assurance and risk for key stakeholders.

Your responsibilities:
- Leading and supporting the 4NL Regulation team in managing the Commission’s approach and framework for NL assurance.
- Review and evaluation of regular reports, licensing proposals, assessment of risk, and via collaboration across teams, to assess the achievement of outcomes.
- Leading the NL risk management framework, with responsibility for maintaining and refining risk registers and engaging with relevant governance groups.
- Contributing to the monitoring and managing of the performance of the National Lottery Operator, in line with an outcome-focused Licence.
- Inputting into horizon scanning work to monitor trends, themes and policy developments and identify areas of best practice, to inform an assessment of Operator performance.
- Managing the Assurance and Risk team, delivering continuous improvement, managing performance issues in a timely manner, identifying underlying problems and the causes, and initiating and supervising work to address them.
- Presenting insights and providing steer to relevant stakeholders (internal and external), as required, including leading support and advice on National Lottery Distribution Fund matters, Trust mechanics and assurance reporting.
- Effectively managing complex external relationships, demonstrating an ability to build and maintain positive links and act in an advisory capacity, and provide credibility as the assurance frameworks are developed, implemented and refined. Negotiate with and influence stakeholders such as Operator staff, consultants and government (DCMS).
- Effectively managing internal stakeholder relationships, fostering collaboration to improve the regulation of the Fourth National Lottery, including with the Gambling Commission Compliance team.
What we’re looking for:
Essential criteria:
1. Experience in undertaking and communicating complex analysis and providing insight, helping teams apply a range of techniques to analyse data and provide insights, and presenting compelling findings that provide tactical and strategic recommendations and inform decision-making
2. Proven track record in the application of risk, assurance, compliance or audit methodology
3. Experience of assessing performance outcomes and producing assurance reporting
4. Experience in managing and embedding risk management frameworks and approaches, with the ability to evaluate, manage and escalate risks and make evidence and risk-based decisions and legally robust recommendations
5. Proven track record of developing and optimising effective internal and external stakeholder relationships
